Luca has been a member of the Brussels Bar since 2005.
Regarding European market exposure, Luca has, among others, been acting for several years as an external counsel for different countries of one of the world’s largest fashion retailers with several distinct brands. In this context, he supports E-commerce activities, advises on regulatory, compliance, consumer protection, market practices, and proactively monitors pertinent legal evolutions.
He conducts occasional legal secondment and handles complex litigation, leading national and international procedures and arbitrations. The experience acquired as a litigator, made him especially able in negotiating and drawing up terms and conditions and different kinds of contracts and agreements.
Furthermore, Luca has more than 20 years of experience in the international business law with a focus on Africa, where he lived and worked. Recognized as a specialist in African markets and OHADA law, he advises and assists numerous international clients active on the continent in structuring and developing their operations.
Over these years, Luca has been advising, assisting and representing international clients wishing to structure their investments and activities in Africa and African based clients wishing to expand their business overseas. In doing that, he has built up a significant experience across a wide range of economic sectors and naturally, have become familiar with local dynamics and culture of different countries. This makes him able to drill down into specific local in country issues.
He is particularly at ease in the fields of international sale of goods and commodities, distribution networks, retail, telecommunications, logistic and transports, infrastructures, renewable energy, agribusiness, to name a few.
He travels to Africa on a regular basis and he always is where the clients need him to be.

Since 1 July 2026, low-value imports from third countries have been subject to a new customs regime. Council Regulation (EU) 2026/382 of 11 February 2026, amending Council Regulation (EC) No 1186/2009 as regards the removal of the customs duty relief based on a value threshold, abolishes the customs duty exemption that previously applied to consignments with an intrinsic value of less than €150. At the same time, it introduces, on a transitional basis, a flat-rate customs duty of €3 per item in certain situations. This reform constitutes one of the first components of the comprehensive overhaul of the EU Customs Union launched by the European Commission to adapt customs rules to the rapid expansion of global e-commerce.

On 20 May 2026, the Belgian Council of State delivered three landmark judgments (Nos. 266.735, 266.736 and 266.737) holding that the Belgian prohibition on using the terms soldes, solden, sales, Schlussverkauf outside the statutory winter and summer sales periods is incompatible with European Union law and can no longer be enforced.
